Yo también lo había interpretado como Ithilien hasta ahora: el sentido de Arda como universo material y temporal, el Universo creado, no como algo limitado sólo a 'Arda' en el sentido estricto.
Pero tu post me ha hecho pensar en una pregunta: ¿por qué Tolkien usó la palabra Arda y no la palabra E...

Ahí está la cuestión. Que no puso Ëa, como técnicamente debería de poner, esto plantea interesantes cuestiones. Sabemos que los Valar están presos "en el tiempo", pero eso debería aplicarse a toda Ëa, no solo a Arda...
